I have two available, in nice rooms. Suddenly, i am trying to arrest some violent offenders during a faction falling out, and i get the obscene can't arrest, no reachable prisoner bed in safe temperature. I cant arrest a guest but the arrest chance is 100%.
I just want to put them down so they stop running.
Since the pawn is uninjured, uncheck the prisoner bed from medical. I don't like that farmers. If they're not actively breaking out nd you've simply put a hole in the wall of the prison, fix the hole and then arrest them. If you make the room no longer a prison they are considered 'escaped' and therefore can't be released.
I just had a severely injured prisoner get up and escape (even got a notification about it). How do i prevent this? Whenever i try to capture a downed raider or arrest a pyro that has gone off the deep end, i get an error saying that there are no reachable prisoner beds. When i try it a fight begin at the moment.

Else or if they resist arrest, beat them down and drag.
Set up a airlock for the entrance and put an incendiary ied in it. If you just want them to go away, deconstruct their door leaving. The most efficient way would be to cut off their legs, but to either release or recruit they need something to move around on so. Really you should be able to just release them.
You can't prevent them from trying to escape, you can only slow the rate at which they do so. My turrets kill them most of the time. If you are talking about arrest action it only works on colonists and escaped prisoners who are not downed. Downed enemies have capture option instead.
